General Definition of Work 

Primary job duty is to operate and manage a system of machines to transfer or treat water or wastewater. The operator will be required to perform various maintenance assignments as needed. 

Qualification requirements 

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill and or ability required. Essential Functions 

Responsible for assigned sewage treatment and solids handling operation during work shift; adjusts wastewater flows, pumping rates, chemical feed rates and other process variables as required; collects samples, performs field test and measurements, and performs laboratory tests and analyses as required; performs algebraic computations and records data on the daily operations sheets as required; supervises and responsible for operator assistant as assigned; inspects machinery and pumps and performs maintenance assignments as required; becomes familiar with SOP materials and all aspects of water treatment operations; becomes familiar with Greene County Water and Sewer safety procedures and policies and responsible for their implementation. 

This position requires working on regularly rotating shifts (8-12 hours) and overtime as necessary. Must work in varying climatic conditions outdoors. Indoor work environment may be regularly hot, cold, misty and/or unventilated. Work involves exposure to and handling of, with protection, hazardous materials and/or wastewater products. Nature of work requires employees to be accessible at home by telephone. 

Knowledge skills and abilities

Certification, Education and Experience

The Nelson County Service Authority is now hiring for the following positions: Maintenance technician.

Wastewater Treatment Plant Operator 

Full-time position. 

Qualified applicants will have a high school diploma or GED, a valid Driver’s License with good driving record, technical and mathematical understanding, and a Class III Wastewater Operator’s License issued by the Commonwealth of Virginia. 

Responsibilities include, but are not limited to: 

Oversee, operate and monitor plant operations, and adjust as necessary to maintain licensed treatment process;

Performs landscape-related duties for ground maintenance such as mowing grass, edging sidewalks and curbs, operating weed trimmers, trims trees and shrubs;. 

Assist with the maintenance and repair of the Town’s water and sewer system; 

Required to be available to work outside normal work hours in on-call status and in emergency call-back incidents.

UTILITIES ENGINEER 

 Campbell County Utilities and Service Authority is accepting applications for the position of Utilities Engineer. Under the general supervision of the Engineering Director this position performs complex technical work in the planning, design, and coordination of engineering and construction projects for the Authority; supervises the effective allocation of engineering resources to design and build water and sewer facilities and related appurtenances; oversees the collection and evaluation of engineering data for the efficient operation of Authority facilities and systems; supervises inspection personnel; does related work as required.

• Receives requests, evaluates project feasibility, and presents report to Engineering Director and Executive Director 

• Negotiates engineering assignments and agreements with general consultants/engineers

• Assist the Engineering Director with development of Asset Management and Capital Improvements Plans 

• Supervises the collection of engineering and system mapping data in a format convenient for use by the Authority staff and other interested agencies 

• Supervises the Authority’s construction inspection • Assists the Engineering Director in preparation of operating and capital budgets • Attends Authority Board meetings as required 

• May attend meetings of other Campbell County Boards and local, State or Federal agencies to represent the Authority in explaining and detailing project, as required. 

• Reviews Engineering projects at the Authorities Wastewater Treatment and Water Treatment Facilities. 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of water and sewer facility planning, project management, engineering and development of Opinions of Costs; ability to understand and follow complex plans and specifications; ability to follow oral and written instructions; knowledge and understanding of the rules and regulations set forth by the Virginia Department of Health, the Virginia Department of Environmental Quality, and other State or Federal Agencies involved in the water and sewer planning, design and construction process; ability to prepare and maintain accurate records; ability to communicate information to the Authority Board, State, Federal and local boards or agencies, contractors, engineers, and the public. Must be physically able to work outside in varying weather conditions. 

EDUCATION, EXPERIENCE AND TRAINING

Must have a Bachelor’s degree in Civil or Environmental Engineering or related field. Must possess strong human relations and communications skills to be able to effectively communicate with all parties involved in a project. Must have a minimum of four (4) years experience in civil or sanitary engineering and/or construction project management. Experience with local government water and sewer department or a water and sewer Authority. Must possess strong organizational skills and other skills and knowledge that demonstrate the ability to do the job. Experience with word processing, spreadsheets, CAD, GIS, PDF and other software used by engineering staff at a water and wastewater utility is preferred. At a minimum, EIT registration is required within 12 months of employment; however, possession of a Professional Engineer’s License is preferred. 

SPECIAL REQUIREMENTS

Must possess a valid driver’s license issued by the Commonwealth of Virginia within 12 months of hire. Possession of PE or EIT registration. Individual expected to be active in American Water Works Association, Water Environment Association and other professional organizations which benefit Authority operations. Ability to work well with the public and cooperatively with other staff, departments, and to be flexible and a team player. Must be able to pass a drug screening and background check as a condition of employment. 

The starting salary range is $90,000-$120,000. A higher salary could be negotiated for an applicant with considerable relevant experience.

Water Treatment Plant Operator (Trainee) 

BVU Authority (BVUA) is seeking a qualified applicant for the position of Water Treatment Plant Operator (Trainee). 

The primary duty of this position is to assist certified operators in the operation of the water treatment plant and to gain work experience and training to become a certified operator. Learns the treatment process and observes the methods intended to comply with state and federal regulations. Calibrates chemical feed pumps, both in the water plant and at booster pumping stations. Performs other duties as assigned in a trainee capacity. 

ESSENTIAL DUTIES AND RESPONSIBILITIES 

· Conducts a series of tests on water treatment processes by monitoring the SCADA program and conducting laboratory tests, including turbidity, pH, chlorine, and bacteriological tests. 

· Visually and physically verify that all production equipment operates within normal parameters. 

· Responsible for recording data and the production of associated operational reports. 

· Assist in maintaining, repairing, or replacing pumps, valves, lines, electrical parts, minor construction, meters, etc. 

· Maintain and log test results, inventory control, safety data, Virginia Health Department reports, etc. 

· Comply with all State and Federal regulations regarding the water treatment plant operation. 

 · Collect water samples within the water distribution system for lab analysis. 

· Operate plant vehicles and equipment. 

· Manage and maintain daily operations and compliance of the bacteriological lab, which include, but are not limited to, sampling, quality control, recordkeeping, and data entry under the supervision of the lead operator.

· Respond to customer complaints concerning water pressure and water quality. 

· Work weekends, holidays, after normal hours, or any time deemed necessary to operate the water treatment plant. 

· Must stay abreast of procedures for chemical analysis and processes described by standard methods. 

· Perform routine maintenance of building and grounds. 

· Promotes good employee and department relations by working and communicating well with other departments. 

KNOWLEDGE, SKILLS, AND ABILITIES 

· Must have the ability to conduct and analyze lab tests. 

· Must have the math abilities required. 

· Must be able to keep accurate records of plant operations and lab tests. 

· Must be familiar with pertinent federal, state, and local regulations needed for the position. 

· Must have knowledge of chemical analysis and formulations, mathematical equations, and conversion factors. 

· Must be able to work with a minimum amount of supervision. 

· Must be able to interact well with the public and represent BVU in a professional manner. 

· Ability to communicate clearly and concisely in written and verbal formats. 

· Good working relationship with other departments. 

· Must have computer knowledge to perform duties.

· Must know all applicable safety regulations, procedures, and use of safety equipment. 

· Must be proficient in using Microsoft Office, Excel, and Word.

REQUIRED EDUCATION, TRAINING, AND EXPERIENCE 

· High school diploma or equivalent required. An associate degree is highly desirable. 

· Must obtain a Virginia Class 4 Water Treatment Plant Certification within one year from the date of hire. 

· Must obtain a Virginia Class 3 Water Treatment Plant Certification within two years from the date of hire. 

· Must obtain a Virginia Class 2 Water Plant Certification within three years from the date of hire. 

· Must obtain a Virginia Class 1 Water Plant Certification within four years from the date of hire. 

· Experience in laboratory work and use of chemicals, and all other areas of plant operation and maintenance is preferred.

· Ongoing training will be required as necessitated by developments in water treatment and to maintain certifications. 

 WORK ENVIRONMENT/PHYSICAL DEMANDS 

Duties are performed indoors and outdoors in varying weather conditions. 

Required to work in awkward conditions, crawl, bend, climb, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, and will be exposed to common water treatment plant chemicals, and move from one location to another, both indoors and out. 

Visual acuity is required for depth and color perception and visual inspections. 

Must be able to constantly monitor changes in water and equipment conditions and take immediate action. 

The working schedule is alternating Monday through Thursday or Tuesday through Friday (10-hour shift schedule), 6:00 a.m. to 4:00 p.m. 

The Schedule may require adjustment to cover the occasional weekend and holiday work when required. 

Travel is limited.

 The Utilities Department is a hard working team of friendly professionals who strive together to exceed excellence! The Water Pollution Control Division (WPCD) is responsible for the safe and efficient treatment of wastewater generated within the Leesburg service area and the subsequent stabilization and disposal of the solid wastes produced to ensure the protection of public health and the environment.     

What You'll Be Doing This position involves basic entry-level technical work in the Utilities Department in the operation, maintenance and cleaning of solids processing facilities, systems and equipment. Work involves reading and recording gauges, instruments, and meters, positioning valves, adjusting pumping rates, drawing and field analyzing samples, retrieving analyses results of others, maintaining accurate bench sheets, check lists and log sheets. Work also includes pellet spreader truck loading and bagging operations associated with pellet distribution and marketing. Position includes general assistance rendered to other Town employees for meeting work related objectives. All tasks are delegated and supervised by supervisors and managers.  

Required Qualifications 

Biosolids Operator Trainee ($52,000-$103,896 DOQ):  HS/GED. Possession of a valid driver's license and a safe driving record. CDL (Commercial Driver’s License) license with appropriate endorsements and safe driving record or ability to obtain within one year of employment. Ability to obtain certifications in CPR/AED and First Aid within one year of employment. Ability to obtain forklift certification within one year of employment. Ability to obtain a Class IV Wastewater Operators license as issued by the Virginia Department of Professions and Occupational Regulation within 18 months of employment. 

OR 

Biosolids Operator I ($53,000-$105,894 DOQ):  HS/GED. Possession of a valid driver's license and a safe driving record. CDL (Commercial Driver’s License) license with appropriate endorsements and safe driving record or ability to obtain within one year of employment. Ability to obtain a Class III Wastewater Operators License as issued by the Virginia Department of Professions and Occupational Regulation within one year of employment. Certification in CPR/AED and First Aid or ability to obtain within one year of employment. Possession of Forklift certification or ability to obtain within one year of employment. Minimum one years’ experience in solids treatment, handling and processing. 

OR 

Biosolids Operator II ($55,650-$113,292 DOQ):  HS/GED; min. of two years of progressively responsible work in wastewater treatment. CDL (Commercial Driver’s License) license with appropriate endorsements and safe driving record or ability to obtain within one year of employment. Certifications in CPR/AED and First Aid, or ability to obtain within one year of employment. Possession of a Class II Wastewater Operators license as issued by the Virginia Department of Professional and Occupational Regulation. Possess a forklift certification or ability to obtain within one year of employment. 

OR 

Biosolids Operator Operator ($60,373-$122,908 DOQ):  HS/GED plus five years of progressively responsible work in wastewater treatment. CDL (Commercial Driver’s License) license with appropriate endorsements and safe driving record or ability to obtain within one year of employment. Certifications in CPR/AED and First Aid, or ability to obtain within one year of employment. Possession of a Class I Wastewater Operators license as issued by the Virginia Department of Professional and Occupational Regulation. Possess a forklift certification or ability to obtain within one year of employment. 

Preferred Qualifications 

Biosolids Operator Trainee:  Certifications in CPR/AED and First Aid. Possession of a valid Class “B” commercial driver’s license. Possess active Forklift Certification. Possess an active Class IV Wastewater Operators license as issued by the Virginia Department of Professional and Occupational Regulation.

Biosolids Operator I:  Class III or II Wastewater Operators license as issued by the Virginia Department of Professional and Occupational Regulation.  

OR 

Biosolids Operator II:  Class I Wastewater Operators License as issued by the Virginia Department of Professional and Occupational Regulation. Minimum two years’ experience in solids treatment, handling and processing. 

OR 

Biosolids Operator Operator:  Supervisory and training experience. Minimum of three years’ experience in solids treatment, handling and processing.

TOWN OF GROTTOES PUBLIC WORKS DIRECTOR 

Position responsible for all aspects of the Town’s Public Works (Maintenance) Department including the administration and operation of water and sewer systems, street maintenance, and contracted refuse collection. Inspects utility installations and street development by private contractors and developers. Assists with plan review and zoning administration. Works with Town Manager to provide long-term plans for facility maintenance, and capital projects and equipment.
